District 31 is one of 31 seats in the Texas Senate, the upper chamber of the Legislature, which passes state laws and budgets with the House, confirms the governor's appointees, and tries impeachments. It covers 45 counties across the Texas Panhandle, West Texas and the Permian Basin, including Midland, Ector, Potter and Randall counties. Elected from a single-member district in a partisan race to a four-year term, with staggered terms and no term limit; vacancies are filled by a special election called by the governor.
